DOJ issues lookout bulletin for beheaded maid’s boss
MANILA, Philippines - The Department of Justice (DOJ) yesterday issued an immigration lookout bulletin order (ILBO) against a woman from Ayala Alabang, Muntinlupa City accused of killing and beheading her teenage maid.
DOJ Secretary Vitaliano Aguirre II ordered Bureau of Immigration (BI) Commissioner Jaime Morente to include the name of Aleli Froilan Yap in its ILBO in line with the National Bureau of Investigation’s (NBI) ongoing investigation into the killing of household helper Richelle Sagang.
“Instruct all immigration officers to be on the lookout for (Yap)… in the event that she passes through immigration counters in any of our international airports or seaports,” he said.
Aguirre said the immigration officers “are strongly warned against waiting until boarding time to inform the concerned offices of any attempt to leave the country.”
Yap is also the subject of an arrest warrant issued by the Tagbilaran City Regional Trial Court Branch 2 for five counts of violating the access devices law, Republic Act 8484.
Aguirre told the BI to coordinate with the Tagbilaran City prosecutor’s office to get more information on Yap’s known aliases, addresses, date and place of birth, travel documents and latest known picture.
In a letter dated Feb. 9, NBI director Dante Gierran asked the DOJ to issue an ILBO against Yap, who was one of those last seen with Sagang.
On Jan. 12, Yap, Akiko Nyron Lindon and Chrissa Mae Aniel Chali – Sagang’s workmates – took her to Ayala Alabang’s security office, accusing her of theft. A security guard reportedly noticed that the victim had bruises.
Later that day, Sagang’s headless body was found in Sta. Maria, Bulacan while her severed head was found in a creek in Makati City on Jan. 14.
The Makati police filed murder charges against Yap, Lindon and Chali on Friday in connection with Sagang’s killing.
