Leyte vice gov says: Legislators are free to practice profession

BAYBAY CITY, Philippines —  Leyte Vice Governor Carlo Loreto, a lawyer by profession and the vice president of the League of Vice Governors of the Philippines (LVGP), reiterated to his members that there is no need for legislators to ask for permission from anybody to practice their respective professions.

Loreto said this after receiving an opinion from Undersecretary Austere Panadero on the matter. Loreto said he is often met with queries on the matter by LVGP members, especially lawyers, who are asked by judges for their authority when appearing in hearings.

DILG Opinion No. 33 dated December 8, 2017 reiterates Opinion No. 086-96 dated October 28, 1996 which states "The (Local Government) Code allows sanggunian members to practice their profession or any occupation, or teach in schools outside of session hours. There is no need for permission from other person or office."

The opinion also quotes the Supreme Court in Catu vs Rellosa that also affirms the LGC provision.  (FREEMAN)
