Duterte: South China Sea a flashpoint, sea code needed

MANILA, Philippnes — President Rodrigo Duterte, this year's chair of the Association of Southeast Asian Nations, said leaders he met with at the summit in Manila are hoping to finalize a binding code of conduct over the South China Sea this year.

Duterte said the disputed waterway is among the three flashpoints, or at risk to a conflict, in the world along with North Korea and the Middle East.
