2 Manila Police District cops axed over �15-30� racket

MANILA, Philippines — Two Manila Police District (MPD) police officers were relieved yesterday as the campaign against “15-30” police officers went full blast.

Senior Inspector Consorcio Pangilinan, intelligence chief of MPD Station 6, and his subordinate Police Officer 3 Jonathan Alquiros were ordered to report to the MPD’s District Administrative Holding Unit while they are under investigation, National Capital Region Police Office (NCRPO) chief Director Oscar Albayalde said.

Albayalde warned other officials coddling “15-30” police officers he would throw the book at them if they continue with the racket, which involves police officers who report only to collect their salary on the 15th and the end of the month.

According to reports reaching Albayalde, Alquiros was frequently out of the country.

“He has not reported for duty since Feb. 8 and we are in the process of listing him as absent without leave,” Albayalde said in an interview.

The NCRPO chief said they are looking into reports that Alquiros was shelling out P15,000 to his superiors so he would not be listed as absent while abroad.

The Bureau of Immigration  has yet to submit a report on Alquiros’ purported trips.

Senior Superintendent Danilo Macerin, MPD chief of directorial staff, said Alquiros explained that his wife owns a travel agency but he told Alquiros he has no authority to travel.

Pangilinan also did not report Alquiros’ absences, Macerin added. 

Albayalde said their investigation would not end with police officials working or travelling abroad as it would also cover those moonlighting as gambling lords and casino financiers.

Albayalde directed Senior Superintendent Eleazar Matta, NCRPO’s intelligence chief, to identify the gambling lords and casino financiers in their ranks so they would be punished under the existing rules and regulations of the Philippine National Police.
