MANILA, Philippines — The Commission on Elections cannot stop its preparations for barangay and Sangguniang Kabataan (SK) elections on Oct. 23, Comelec Chairman Andres Bautista said yesterday.

Bautista said the poll body had so far spent P500 million for ballot printing, training of teachers who will man the polls and salaries of personnel, among others. 

“It seems that the direction is to postpone the elections. We at the Comelec are in a difficult position…unless there is a law, we cannot stop preparing,” Bautista told a press briefing after inspecting the ballots at the National Printing Office yesterday.

“Oct. 23 is just around the corner. It’s a little bit over a month from now. We cannot do anything but to continue preparing. By the first week of October, we will finish printing the ballots,” he said.

A total of 26,189,091 or 59.87 percent of the 43,743,958 ballots needed for the barangay elections and 1,761,764 ballot or 11.12 percent of the 15,804,452 ballots for the SK elections, have been printed as of yesterday.

When asked how the printed ballots would be used if ever the elections would be postponed, Bautista said the commission would decide “when the time comes.”

In a resolution approved on Tuesday, the poll body moved the election period from Sept. 23 to Oct. 30 to Oct. 1 to 30.

The filing of certificates of candidacy was rescheduled to Oct. 5 to 11 from Sept. 23 to 30.
