Police rule out drugs in Baguio teen's death

BAGUIO CITY — Baguio City police have ruled out drugs as the motive behind the death of the Grade 12 University of Baguio student.
The body of Vaughn Carl Dicang, 17, younger brother of Baguio City's youngest barangay chairman, Van Oliver, 25, of Lower Quirino Hill, was found in a creek near the Baguio circumferential road in Bakakeng Sur on Thursday morning.
Baguio City police director Sr. Supt. Ramir Saculles said the killing is not connected to drugs and all personal properties of the victim were accounted for.
Police found a tablet floating in the creek where the younger Dicang was found past 9 a.m.
Investigators are now sifting through the information that the tablet might provide.
The victim who was reported missing since September 1, Baguio City’s Charter Day, bore a head injury, the autopsy found.
“It could have been either a fall or might have been accidental or voluntary or someone threw him at the creek,” Saculles said.
Barangay Chairman Van Oliver earlier suspected robbery and immediately ruled out drugs or gangs.
The younger Dicang was reportedly a university scholar. His older brother said he could not be involved in any drug-related activity.
The mysterious death, however, prompted condemnation in Baguio City.
