LPA off Luzon develops into tropical depression

MANILA, Philippines — The low pressure area east of northern Luzon has developed into a tropical depression and was named "Fabian."
In its 5 a.m. severe weather bulletin on Saturday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said an estimated moderate to occasionally heavy rainfall amount is expected within the tropical depression's 300 km diameter.
It packs maximum winds of up to 45 kilometer per hour near the center and gustiness of up to 60 kph.
At 4 a.m., the center of tropical depression Fabian was estimated at 110 km south southeast of Basco, Batanes. It is forecast to move west northwest at 16 kph.
The state weather bureau had already placed Batanes and northern Cagayan including Babuyan Group of Islands under Signal No. 1.
