LTFRB chief uncovers anomalies in Zamboanga City office

ZAMBOANGA CITY, Philippines -- Corruption is rampant in the Land Transportation Franchising and Regulatory Board regional office in this city, board chairperson Martin Delgra III said Tuesday.
 
The LTFRB's Delgra and Aileen Lourdes Desada, former chief of staff of President Rodrigo Duterte while he was mayor, made the announcement in a press briefing in a local hotel here after a dialogue with transport operators.
 
LTFRB officials have been making the rounds in all regional offices in the country in responce to Duterte's statement that the LTFRB is one of the government regulatory offices that is tainted with corruption.
 
Delgra said in the their two days stay in Zamboanga City, they discovered rampant corruption at the LTFRB 9 office.
 
Among the anomalies that they said they found was the bloating of the P500 processing fee for franchises. He said the regional office here charges processing fees of from P35,000 to P50,000 depending on vehicle type.
 
Delgra said they discovered some of their personnel have also reportedly recommended that applicants and clients go to a law firm that has "connections" with some regional LTFRB officials.
 
Local LTFRB officials could not be reached for comment.
 
Delgra said they also discovered that more than 250 revoked franchises were still being used.
 
The anomalies are subject to further investigation and will be forwarded to the central office in Manila.
 
Delgra also said that transport operators in the city complained they have had to pay more than P1,000 in tips at checkpoints manned by the Land Transportation Office and the police Highway Patrol Group.
