Signal No. 2 raised as 'Helen' barrels toward Batanes-Taiwan area

MANILA, Philippines (UPDATE 1 11:28 a.m.) — Tropical cyclone warning signals (TCWS) were raised over two areas in northern Luzon as Typhoon Helen (international name: Megi) moves toward the Batanes-Taiwan area.
 
TCWS No. 1 was raised over northern Cagayan including the Babuyan Group of Islands while TCWS No. 2 was raised over the Batanes Group of Islands, state weather bureau PAGASA said in its 5 a.m. severe weather bulletin on Monday.
 
Helen continues moving towards the west northwest direction at 20 kph.
 
An estimated moderate to heavy rainfall is expected within the typhoon's 800 km diameter.
 
Helen's eye is located at 530 km east of Basco, Batanes as of 10 a.m.
 
It is packing maximum sustained winds of 150 kph near the center and gustiness of up to 185 kph
