Missing Isabela village treasurer surfaces

TUGUEGARAO CITY, Philippines – The treasurer of Barangay Bacradal in Echague, Isabela, who was reported kidnapped on Monday, surfaced yesterday, claiming his captors released him without precondition.

Orlando Lagasca told police his captors returned his mobile phone and wallet.

Lagasca was reportedly taken from his house after attending a wedding reception in the village.

Police said they are investigating if the alleged kidnapping and the killing of village chief Nestor Medina of Barangay Rumang-ay are related.
