Ex-village chief, brother wanted for murder fall in Manila

MANILA, Philippines - Police arrested on Monday afternoon a former barangay chairman and his brother in Manila for the alleged killing of a political rival and wounding of another.
Director Benjamin Magalong, chief of the Philippine National Police-Criminal Investigation and Detection Group, said detectives of Detection and Special Operations Unit arrested Alvin Dalluay, ex-chairman of Barangay Centro, Abulog, Cagayan and his brother Allan, a former policeman,in Barangay 832, Manila at around 3:30 p.m.
Magalong said the siblings are suspects in the killing of Narding Carrao and the wounding of Florian Bugaring.
He said the killing stemmed from a rift between Allan and Carrao. There were reports that the Dalluay brother's house was fired upon by Carrao's group in September 2011.
On the evening of Oct. 28, 2012, Carrao and Bugaring were reportedly shot by the siblings. Authorities believe that the attack was in retaliation to the September 2011 attack.
