MANILA, Philippines - As President Benigno Aquino III delivers his fifth State of the Nation Address today, the state weather bureau is monitoring a low pressure area (LPA) spotted east of the country.

PAGASA said MIMAROPA, Bicol region and the Visayas will be cloudy with light to moderate rainshowers and thunderstorms.

Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the southwest will prevail over Southern Luzon, Visayas and Mindanao.

The coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the southwest to west with slight to moderate seas.
