MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA)’s test run of the so-called high occupancy vehicle (HOV) lane along EDSA suffered a setback yesterday.

The MMDA said over 900 tinted cars were monitored using the HOV lane through its no-contact apprehension.

MMDA personnel said they had a hard time monitoring if the cars were occupied by two or more persons.

“Marami tayong birth pangs na nakikita. It’s really hard kung tint ang sasakyan,” Bong Nebrija, supervising officer of the MMDA, told reporters.

Only vehicles with two passengers or more are allowed to use the HOV lane or the carpool lane, which is the inner or leftmost lane along EDSA.

Driver-only cars are banned from the lane, the MMDA said.

The HOV lane dry run ends on Dec. 17.
