MANILA, Philippines - Three Manila police officers who allegedly extorted P15,000 from the family of an arrested drug suspect will undergo summary dismissal proceedings, an official said yesterday.

Criminal and administrative charges will be filed against Police Officers 1 Raymund Gulapa, Raymond Casas and Eli Tabing, all assigned with the Manila Police District (MPD) Station 11, National Capital Region Police Office (NCRPO) chief Director Oscar Albayalde said.

He said the three would be reassigned to the NCRPO’s Regional Police Holding and Administrative Unit after they post bail.

He said the NCRPO Regional Investigation and Detective Management Division would hear the administrative case against them.

“Once they are found guilty, the minimum penalty is expulsion from the police service since they are rookies,” Albayalde said.

Gulapa was collared by operatives of the Counter-Intelligence Task Force (CITF) at Pier 12 in Tondo, Manila on Friday for allegedly extorting P15,000 from the father of Jayvare Manubag.

Manubag was nabbed by police on July 7 for alleged possession of illegal drugs.

Police said the demand was reduced to P10,000 in exchange for lowering charges against Manubag.

Casas managed to escape during the entrapment operation.

He and Tabing surrendered to their superiors at the MPD Station 11 before they were turned over to the custody of the CITF at Camp Crame in Quezon City.
