NCRPO promotes 1,039 cops, welcomes 996 recruits

MANILA, Philippines - Scalawags will not be tolerated in the National Capital Region Police Office, NCRPO chief Director Oscar Albayalde said Thursday as he welcomed 996 recruits and promoted 1,039 police officers.

“We have zero tolerance for police scalawags.  You all know the consequences of being involved in illegal activities so, you have to refrain from doing so,” he said as he led the ceremonies for the promotion of 92 commissioned officers and 947 non-commissioned officers and the oath-taking of 996 recruits at Camp Bagong Diwa.

Only 1,039 police officers were chosen for promotion out of 5,114 qualified aspirants.

Of the commissioned officers promoted, there were 22 Chief Inspectors, 41 Senior Inspectors and 29 Inspectors.

The non-commissioned officers are composed of 44 Senior Police Officers 4, 56 Senior Police Officers 3, 108 Senior Police Officers 2, 258 Senior Police Officers 1, 237 Police Officers 3 and 244 Police Officers 2.

The 996 recruits were chosen from 3,800 applicants.

Albayalde called on the recruits to “value your uniform” but warned them that they are accountable for their actions.

387 rogues to be retrained

Meanwhile, at least 387 rogue NCRPO personnel – 15 commissioned officers, 371 non-commissioned officers and one non-uniformed personnel – will no longer be reassigned to Mindanao but instead will undergo retraining in doctrine and values formation, Albayalde said.

The NCRPO will continue to investigate the administrative aspect of the cases filed against these police officers, he added.

The retraining is part of the “cleansing process” ordered by Philippine National Police chief Director General Ronald dela Rosa following the killing of Korean national Jee Ick-joo at Camp Crame.

Dela Rosa opted for the retraining following the appeal of Senate President Aquilino Pimentel III not to make Mindanao the dumping ground of rogue lawmen.

Recommended for retraining are police officers facing charges of extorting money or goods from motorists, vendors and operators of illegal gambling dens; selling illegal drugs recovered in legitimate police operations and those who report for work only on paydays.

Albayalde said the highest rank among those to be retrained is that of superintendent.

Dela Rosa asked the PNP’s Directorate for Human Recourse and Doctrine Development to come up with a training program for the rogue personnel as soon as possible.
