Are LTO tests for real?

The article of Cito Beltran, Philippine STAR dated Aug. 17, 2014 about LTO made me write my own observation on this government agency.

I drive everyday from my home in Cebu City to my office in Mandaue City. Sometime last week my car aircon conked out, so I had to open my windows. That was the first time for me to experience how bad is our pollution level. I pity myself and those riding in motorcycles, those riding in public utility jeepneys and buses and most of all the pedestrians. The smoke-belchers are all over our streets emitting very black smoke. Why is LTO playing blind and not impound these health hazard vehicles? What happened to their SMOKE-EMISSION TESTING and MVIS? Are these TESTS for real? I’m beginning to believe that these TESTS are being made the “milking cow” of some bright boys in the agency. — Atty. Jennifer C. Alo, Mandaue City
