NBI to coordinate with Interpol to find Aegis Juris fratman

MANILA, Philippines — Following the reported flight of one of the primary suspects in the fatal hazing of Horacio Castillo III, Justice Secretary Vitaliano Aguirre II said that he will order the National Bureau of Investigation coordinate with the Interpol to locate Ralph Caballes Trangia.

Immigration records show that Trangia left the country aboard an EVA Air flight to Taipei before dawn on September 19, a day before Aguirre placed Tangria and 15 other members of Aegis Juris Fraternity under the immigration watch list.

Trangia was identified by the Manila Police District as one of the primary suspects in the apparent fatal hazing of Castillo, first year University of Santo Tomas law student.

The NBI, for its part, is currently doing a separate probe into the killing of Castillo.

The Justice chief, in a separate text message, added that the Department of Justice "will make a representation with the [Department of Foreign Affairs] for the cancellation of his passport."

DFA Spokesperson Robespierre Bolivar, for his part, said that the DFA is "double-checking if we already received [Manila Police District] letter on this."

"If there is an arrest warrant, passport or travel document may also be cancelled on that warrant," Bolivar added.

"If the bearer of the passport is overseas and [their] passport is cancelled, DFA issues instructions to our Embassies and Consulates General worldwide to confiscate the passport if it is presented to them. The bearer will be issued a Travel Document valid only for one-way travel to Philippines," Bolivar explained.

Bureau of Immigration spokesperson Ma. Antonette Mangrobang said that the other 15 do not have records of departing the country.

Through the ILBO, immigration officers are ordered to immediately inform the Office of the Secretary and the Office of the Prosecutor General should there be indicators that the 16 are attempting to leave the country.

The ILBO, however, cannot bar the subjects from leaving the country as it is different from a Hold Departure Order issued by a local court.

The lifeless body of Castillo, a first-year law student of the UST, was discovered early Sunday morning in Tondo, Manila.

His parents claimed that Horacio asked permission to attend the welcoming ceremonies of the Aegis Juris Fraternity on Saturday morning. His body, covered in a blanket when found, sustained contusions in the upper arms and candle burn marks.
