Kulot's parents file murder, torture raps vs Caloocan police

MANILA, Philippines — Parents of Reynaldo “Kulot” de Guzman filed murder and torture raps against two Caloocan policemen who were also suspects in the slay of Carl Arnaiz.

Eduardo Gabriel and Lina de Guzman-Dimaganti filed on Thursday murder and violation of anti-torture law complaints against PO1 Jeffrey Perez and PO1 Ricky Arquilita—the same respondents in the murder case of Arnaiz—and several other unidentified Caloocan cops.

Kulot was last seen with Arnaiz on the night of August 17 in Cainta, Rizal. The body of Arnaiz was found 11 days later at a funeral home in Caloocan City. The 19-year-old former University of the Philippines student reportedly robbed a taxi driver and fired back at responding policemen, prompting the authorities to shoot him.

Lina recalled that she and his partner, Eduardo, went to the funeral home where Arnaiz was found, in hopes of finding their son.

“Pagdating ko doon ay hindi ko naman nakita si Kulot,” Lina said in the complaint.

“Kahit nailibing na si Carl ay patuloy pa din kami sa paghahanap at pakikibalita kung nasan na ang aming anak,” she continued.

On September 6, Lina said that she was informed by Eduardo that their son was found dead in Gapan, Nueva Ecija.

“Pagdating namin sa punerarya ay nakita naming ang katawan ng aming anak na wala ng buhay,” she added.

Lina, in her complaint, said: “Ang sadyang pagpatay sa aming anak ay may direktang kaugnayan sa pagpatay kay Carl Angelo Arnaiz dahil sa deklarasyon ng mga taga lugar naming sila ang magkasamang dalawa mula sa Cainta bago sila makitang patay na.”

She said that she believes that Kulot’s killing was done to silence him. “Maaaring may nalalaman ang aming anak sa pagkamatay ni Carl Angelo kung kaya’t siya ay pinatahimik din noong pumutok ang balita ng pagkamatay ni Carl sa pamamagitan ng pagbaril ng mga pulis na sina PO1 Jeffrey Perez at PO1 Ricky Aquilita.”

Lina also insisted that it was their son that was found in Gapan, Nueva Ecija, and eventually buried at Pasig City Public Cemetery. This, despite the doubts on the body’s identity cast by the PNP’s DNA test.

The couple was assisted by the Public Attorney’s Office in filing their complaint.
