MANILA, Philippines — Rains and thunderstorms will greet the protesters and as well as the supporters of President Rodrigo Duterte as he delivers his second State of the Nation Address on Monday.

In a weather outlook released on Saturday, the Philippine Atmospheric, Geophysical and Astronomical Service Administration said Metro Manila and central Luzon will experience “cloudy skies with light to moderate rains and thunderstorms” on Monday due to southwest monsoon.

The state weather bureau forecasts the temperature on Monday to range between 24°C to 31°C.

The Philippine National Police had earlier said that around 12,000 to 15,000 protesters are expected to hold rallies in Quezon City especially along Commonwealth Avenue and near the premises of the Batasan Pambansa Complex where Duterte will deliver his SONA.

The PNP is set to deploy 6,300 policemen for the event.

Meanwhile, at least two provinces were placed under storm signal as of Saturday due to Tropical Depression Fabian.

In its 11 a.m. severe weather bulletin, PAGASA said Tropical Cyclone Warning Signal No. 1 was raised in Batanes and Babuyan Group of Islands in extreme northern Luzon.

The weather bureau warned that sea waves in these provinces could reach as high as 1.25 to 4 meters, thus, “the public and the disaster risk reduction and management council concerned are advised to take appropriate actions”.

As of 10 a.m. Saturday, PAGASA traced the center of "Fabian" at 70 km west northwest of Basco, Batanes. It was seen moving northwest at the speed of 18 kilometers per hour with maximum sustained winds of 55 kph near the center and gustiness of up to 65 kph.

PAGASA forecasted Fabian to exist the Philippine Area of Responsibly Saturday evening.

The state weather bureau said that by Sunday morning, "Fabian" is expected to be at 615 kilometers west northwest of Basco, Batanes (outside PAR) and by Monday morning at 1,055 km west northwest of Basco.

Meanwhile, PAGASA said a low pressure area which was at 725 km east of Hinatuan, Surigao del Sur as of 8 a.m. on Saturday will “bring cloudy skies with light to moderate rains and thunderstorms over the regions of eastern Visayas, northern Mindanao, CARAGA and Davao”.
