For January: Bogo City hospital JOs yet to get their salaries

CEBU, Philippines - Some 90 job order personnel (JOs) of the Bogo Provincial Hospital have not been paid their salaries since January this year.

The issue on the delay of the salaries was raised by one of the affected JOs to a media practitioner through the Facebook Messenger.

"Wala pa mi sweldo from January 1 -31…Amoang kauban nga naa'y pamilya are starving na gyod. Napuno na sa utang. Grabeha man sa Capitol oi," said the JO who asked for anonymity.

The JO said the delay in the releasing of their salaries is not new to them as it already happened several times before, but they tried to understand the government.

“Grabe gyod ang Capitol sa ilang job orders… as always gyod ni ba. Murag wala jud ni mausab ever. Kami nalang job order sige’g paubos,” the JO said.

“Kami ga wait mi almost two months na sa among contract wa gihapon pirmahi sa Capitol but we are still working sa hospital,” the JO added.

Provincial Human Resource Management Officer Bobby Nacorda clarified that the contracts of services of the JOs have already been signed.

“Based sa atong records, ang mga documents or ilang contract for the period of January 1 to June 30, 2017 napirmahan naman,” he said.

As to the reason why they have not received their salaries yet, he said he will still look into it.

Nacorda said it might be attributed to delays in complying with the requirement for renewal of services.

“We are geared towards renewal not only ang existing but also who’s performing. Kinahanglang naa sila’y i-submit na individual performance commitment review that we’ll check if satisfactory or not ang performance. Usahay di mo-submit mao ma-pending ang renewal,” he said.

He added that the renewal of JOs depends on the review of their prior contracts.

He also said if the JO is a nurse, for instance, his/her immediate supervisor or chief of hospital should submit the pertinent documents and evaluation to Capitol’s administrative office.

The Human Resource Management Office (HRMO) records showed there are over 90 hospital workers who are on job orders.

The JO also lambasted the provincial government over its contractualization policy.

“Abi nako wala na’y ENDO pero mismo ang gobyerno gabuhat…” the JO said.

The DOLE through its Department Order No. 168 bans “endo” or end-of-contract and other “labor only” contracting practices.

Nacorda, however, explained that there is no order yet from the national government prohibiting the hiring of contractual employees.

“Ang JO falls under contractual. Wa pa ta’y na-receive na final instruction from the national government nga dili na itugot ang contractual employees. But if naa na’y mandate we will definitely comply,” he said.

“Ang process sa JO unlike other agencies, gibutangan nato internal guidelines since dili tanan position kay permanent. Naa ta i-augment pag employ services of JOs. Moagi sila process. Naa ta’y psychology, IQ and personality exams. Kinahanglan mo-comply sa pre-employment requirements that is after the interview sa HR and requesting department,” he added. (FREEMAN)
