Palace: Duterte respects separation of powers in gov't

MANILA, Philippines — Malacañang assured on Wednesday that President Rodrigo Duterte respects the independence and separation between the executive and judiciary departments of government.
Communications Secretary Martin Andanar said the president does not intend to create any clash with the judiciary in the wake of Duterte's response against what he said was Chief Justice Maria Lourdes Sereno's meddling with his crackdown on illegal drugs.
"He recognizes the separation of powers, and even asked the Chief Justice of the Supreme Court not to create a constitutional crisis " Andanar said in a statement.
Andanar said the president "is a member of the bar who believes in the rule of law and advocates for judicial independence."
"As President, he has the sworn duty to uphold and defend the Constitution. The words and action of the President all point to these," he added.
"When the President referred the named judges on his consolidated list to the Supreme Court,he was acknowledging the jurisdiction of the Supreme Court over the judges," Andanar said.
The communications secretary, however, was mum on Duterte's threat to impose martial law in case of a full-blown clash between the executive and the judiciary.
Duterte was displeased after Sereno wrote the president a letter where she raised concerns on the inclusion of some judges in the administration's narco-list.
