Lawmaker: PNoy bans Bangsamoro draft law leak

ZAMBOANGA CITY, Philippines - President Benigno Aquino III has barred the disclosure of any information about the content of the final draft of the Bangsamoro Basic Law (BBL) to the public until the document is submitted to Congress.
 
Congresswoman Lilia Nuño, the city's 2nd district representative, bared the president's order, saying she wanted to have a copy of the draft document, but would only be able to get one once it is presented at the House of Representatives. 
 
The draft document has yet to be submitted by Aquino to Congress.
 
“There was a strict order from the president not to leak out the copy of the BBL until it is submitted to Congress,” Nuño said.
 
The lawmaker said she wants to find out if the provisions of the BBL adhered to the constitution. 
 
“We should...not accommodate any questionable provisions (of the BBL)," Nuño said.
 
The final draft of the  BBL was submitted to Aquino Thursday last week following the extended marathon review by the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) peace panels in Davao City. 
 
The BBL, which will be the legal instrument that will entrench the Bangsamoro region upon its passage into law and ratification in the envisioned core territory, is a result of the Comprehensive Agreement of the Bangsamoro (CAB) signed late March following 17 years of negotiation.
 
The president is expected to submit the BBL to Congress in  the first week of September.
 
Nuño said it is important to bring the BBL to public forum and allow the people to scrutinize the provisions agreed between the government and the MILF peace panels.
