Comelec sees no premature campaigning

MANILA, Philippines - While some politicians are perceived to be campaigning ahead of the 2016 polls, the Commission on Elections (Comelec) said this does not constitute premature campaigning.

“Technically, under election law, nobody is campaigning because there are no candidates yet,” Comelec Chairman Sixto Brillantes Jr. said yesterday.

Brillantes conceded some politicians could not be stopped from what some sectors perceived to be acts of campaigning.

He said in this country, what can constitute campaigning for the next election usually starts immediately after the end of the last one.

President Aquino earlier lamented that some politicians were engaging in early campaigning. He himself has asked people to pick a president in 2016 who will continue his reforms.

He has appealed to politicians to focus on addressing the country’s problems rather than going on campaign mode.

Under the poll automation law, “any person who files his certificate of candidacy shall only be considered as a candidate at the start of the campaign period.”
