Parañaque tops CSC anti-red tape survey in Metro Manila

MANILA, Philippines - Parañaque topped the Civil Service Commission’s list of the most compliant cities in Metro Manila in eliminating red tape and corruption.  

In a statement, the local government of Parañaque said they received an overall score of 92.7 percent which is equivalent to excellent. This is a ranking among 16 cities in the National Capital Region.

In her report,  Judith Dongallo-Chicano, CSC Director IV, said the score is based on the report card survey conducted from July 25 to 27, 2016.

Parañaque “received a final score of 92.70 with a descriptive rating of excellent,” she said.

In conducting the survey, the CSC examined whether Parañaque implemented several anti-corruption measures.

In particular, the CSC looked into Parañaque’s service office’s compliance with the Anti-Red Tape Act provisions and the overall satisfaction of its clients.

This is to obtain feedback on how the service office follows provisions in its citizen’s charter, get information or estimates of hidden costs incurred by clients in accessing frontline services and rate service office performance and client satisfaction in relation to frontline service delivery.

For the “no lunch break” provision, the city obtained a score of 100 for following the regulations on work hours of local government officials and employees to render eight working hours a day for five days a week.

In terms of not having pending administrative cases in court, Paranaque received a rating of 98.28 percent.

They also received 97.71 points for their anti-fixer campaign, Chicano said.

As for overall client satisfaction, Paranaque received a grade of 94.40 percent.

Under the category, the city passed with 95.69 percent in the basic services with 95.42 percent in the physical set-up, while it got 94.87 percent in frontline service provider.

For his part, Mayor Edwin Olivarez commended the city officials and employees for their efforts on how they can better serve their constituents, local and foreign investors.

Parañaque is home to top companies and world-class hotels such as Solaire Resorts and Casino by Bloomberry Resorts Company which is the first casino-hotel to open at the Entertainment City.

Another is the 6.2-hectare City of Dreams Manila Resort that has a total of six hotel towers as well as family entertainment amenities being developed by Melco Crown Philippines and Sy’s Premium Leisure Corp. 

Okada Manila by Tiger Resort Leisure and Entertainment, meanwhile, will open in December.
