The Visayas-Mindanao delegates to the 1971 Constitutional Convention

It was the Americans who introduced democracy to our country. It was them who introduced republicanism; this is by dividing the country into legislative districts. It is using the same concept that delegates of the convention were elected by districts as this was how it was done during the 1934 Constitutional Convention.

This was, however, abandoned by the 1986 constitutional commission where the commissioners were appointed by the revolutionary president and the drafters appointed at large. To continue with the list of the 1971 con-con delegates:

South Cotabato: Lone District - Rodolfo Cruz, Tomas Falgui, Fidel Purisima, and Arturo Pingoy.

Southern Leyte: Lone District - Gabriel Yniguez and Federico dela Plana.

Sulu: Lone District - Jal Anni, Tating Sangkula and Benjamin Abubakar.

With the passage of the 1987 Constitution, the Province of Sulu is now composed of two legislative districts. The 1st District is composed of Jolo, Marungas, Indanan, Pangutaran, Parang Talipao, Maimbung, and Patikul, while the 2nd District is composed of Siasi, Pandami, Pata, Luuk, Caluang, Panamao, New Panamao, Tapul, Lugus, and Tongkil.

Surigao del Norte: Lone District - Constantino Navarro Jr. and Fanny C. Garcia.

Surigao del Sur: Lone District - Vicente L. Pimentel and Eriberto B. Misa.

Zamboanga del Norte: Lone District - Augusto Saguin, Adolfo Azcuna, and Ernesto Amatong.

After 1987, the province now has three districts. The 1st District is composed of Dapitan City, Sibutad, Rizal, La Libertad, Mutia, Pinan, Sergio Osmeña Sr., and Polanco. The 2nd District is composed of Dipolog City, Katipunan, President Roxas, Manukan, Ponot, Siayan, and Sindangan. The 3rd District is composed of Salug, Godod, Liloy, Tampilisan, Labasaon, Gutalac, Siocon, Baliguian, Siraway, Bacungan, and Sibuco.

Zamboanga del Sur: Lone District - Vincenzo Sagun, Roseller T. Lim, Wilfredo Cainglet, Antonio Ceniza Maria Clara Lobregat, Teodoro Araneta, Pedro Rodriguez Jr., Ramon Blancia, and Benjamin A. Rodriguez.
