Bomb threat. Following the bomb scare that hit Cebu just recently, an Ear source who used to serve in the PNP said if there is anything their friends in the bomb squad taught them, it's that when there is a bomb threat, there is actually no bomb.
The purpose of the bomb is to cause destruction and death. If the would-be bomber calls his intended victims ahead of time he is allowing them time to escape, that defeats the purpose of the bomb.
However, the source said he cannot blame people for panicking whenever they hear a bomb threat. In effect, chaos and panic becomes a more potent weapon than the bomb.
