Asphalt over manhole
Covered cover. Pedestrians passing by this stretch of D. Jakosalem St. can only shake their heads at the sight of a manhole entrance half-covered in asphalt, rendering it totally inaccessible.
It's unlikely that it's just a manhole cover with no sewer underneath; workers would have removed the cover before paving it over. It's also unlikely the sewer underneath is no longer serviceable because the place is located in a busy area.
It can also be that workers intended to chip the asphalt around it to make it accessible again, but that would entail a waste of time, money, and asphalt.
