When the floodgates open

The pot calling kettle black. The boom in the real estate in Cebu is undeniable. Condominiums, subdivisions, and communities are being built. However, some individuals consider these real estate projects as one of the contributors to Cebu flooding, especially those projects that are in elevated areas. An established real estate developer, in defense, once mentioned that the developers are not the ones at fault. Furthermore, the real estate developer blames the government for approving the projects even though they did not include any proper drainage plans or flood control systems.   

Dealing with the problem. A Cebu City Councilor has proposed to ban plastic bags in the city. The ban will supposedly prevent or alleviate flooding since plastic bags block drainage systems. After hearing the news, a private individual reacted, "What drainage systems?" 

A gentle nudge. An area in Talamban where a university is located is prone to flooding. Given that the university has a reputable school of engineering . . .
