Police transfers: The plot thickens
After many years of enjoying the international celebrities who are the dancing inmates at the Cebu Provincial Detention and Rehabilitation Center, all these have come crashing down due to the wide tentacles of the illegal drug trade.
The latest report on this is that the Cebu City Jail Warden has been sacked with 29 other jail officers, according to Chief Supt. Allan Iral of the Bureau of Jail Management and Penology. I really don't know where these 29 BJMP officers are being sent. I just hope that they would not be included in the coming huge increase in the salaries of police officers as promised by Pres. Rodrigo "Digong" Duterte.
If there is anything I truly dislike in the system of governance is when erring officers are yanked out of their posts and then sent to other far-flung areas, as if these crooks would change overnight. I am one who staunchly believes that a crooked police officer would still end up being crooked if and when he is transferred elsewhere.In short the PNP hierarchy is merely transferring the problem away from here and in the near future he will be causing problems where that erring cop is transferred.
So for the CPDRC, Jail Warden Supt. Johnson Calub will be replaced by Supt. Jessie Calumpang. So where is Supt. Calub going?I don't know. And as far as Supt. Calumpang is concerned, we also do not know where he came from. We can only hope and pray that this move would end all the shenanigans happening at the CPDRC and the Bagong Buhay Rehabilitation Center because these rehabilitation facilities have become the butt of jokes in Region-7. It is time for the BJMP to clean up its tarnished image.
Speaking of cops being transferred to far-flung areas, last Friday when PNP Chief Director General Ronald "Bato" dela Rosa was in Cebu and appeared in the Bombo Radyo's "BombohanayBigtime" program, he revealed on air that the police colonel who allegedly got a P200, 000 per week payola from confessed druglord Franz Sabalones was a "trusted aide" of Cebu City Mayor Tomas Osmeña. The PNP Chief clearly pointed out that this corrupt cop has been transferred to the Autonomous Region of Muslim Mindanao and it is because of the transfer of this cop that angered Mayor Osmeña and caused him to withdraw his support for the police.
Perhaps this is why before he left for the US, Mayor Osmeña said that he would not be surprised if his name was on the list of mayors that President Duterte later exposed to the media and the nation. But in the end, it was a total surprise when the name of former Cebu City Mayor Michael Rama's name was on the President's list instead of Mayor Osmeña. Frankly speaking, rather than send that corrupt cop to ARMM, I would rather than the PNP chief file charges against that high-ranking police officer so that he can tell all as to the veracity of the claims of Sabalones.
But will it come to this? I reckon that by now, this unnamed cop may have already skipped town and gone on hiding or worse, left the country via the back door rather than be forced to implicate who his protectors are. I am sure that he must have heard of the recent fate of PO2 Ryan Casiban who left the police desk in Cordova City and was found dead with signs of (some of his toes were missing) torture on his body. Stories are being circulated that PO2 Casiban committed suicide because his name was implicated in the cases of PNP Director Garbo and Supt. Vicente Loot. In short, the plot thickens!
What we would like to see is a thorough and complete investigation by the National Bureau of Investigation as to who killed PO2 Casiban. Granted that the stories are true that he killed himself, how could it be that his toes are missing? A good forensic medico-legal examiner can find this out in a thorough and proper and transparent investigation.
Meanwhile, I fully support the move by Chief Supt. Noli Taliño of the Police Regional Office in ordering the mass relief of the 67 operatives of the Regional Special Operations Group and the Regional Anti-Illegal Drugs Special Operations Task Force that ended up killing Cebu's number one druglord Jeffrey "Jaguar" Diaz last June 17 and another suspected druglord, Rowen "Yawa" Scretaria which many pundits believe was a "rubout."We have to get into the bottom of this.
I am not in a habit of accusing corrupt police officers, but getting information from that self-confessed druglord Franz Sabalones that he was giving P200,000 per week to a trusted aide of Mayor Osmeña just made me more curious. I am not accusing Mayor Osmeña of anything, but what I would like to know is whether or not he knew that his own trusted aide was a corrupt cop? Add the fact that the late Jeffrey "Jaguar" Diaz was a known supporter of the Bando Osmeña Pundok Kauswagan so all this adds up to my curiosity. So let's do a lot of sleuthing and get into the bottom of this!
