Implement first, plan later

PLANNING. Department of Public Works and Highways officials yesterday met local chief executives and other officials of the two bridge cities - Lapu-Lapu and Mandaue - to discuss the plans to reduce impact on traffic because of the repair of the Mactan Bridge.

REVERSE. The maintenance repair project which may cause terrible traffic situation along the Marcelo Fernan Bridge all the way to the roads leading to Mandaue City was implemented first before the DPWH officials call for planning, The Ear informer call it "reverse psychology."
