Boat operators seek exemption from fees

CEBU, Philippines — A group of pumpboat operators in Moalboal town claiming to be members of an indigenous people’s (IP) tribe is seeking an exemption from environmental fees collected by the municipal government.

The Municipal Council of Moalboal passed an ordinance collecting P100 from tourists who will go island hopping. Forty percent of the amount will go to the people's organization, 30 percent for the barangay, and the remaining 30 percent will go to the municipal government.

However, Members of the Native Original Settlers of Moalboal Island Hoping Mobile Boat Operators and Crew Association (MENOSMIHMBOCA) sought to be exempted from it claiming that they belong to Tribu Pinatikan.

Moalboal Mayor Inocentes Cabaron said the tribe was not among the accredited organizations of the National Commission for Indigenous People (NCIP).

Cabaron said they did not allow the group to operate because they did not have the required permits from the Marine Industry Authority (MARINA). The mayor challenged the group members to prove that they really are indigenous people. He promised that the municipal government will give them the benefits due to IP members.

Provincial Tourism Officer Joselito "Boboi" Costas said his office received a letter from Malacañang stating the concern of the group.

The group said the municipal government did not conduct a public hearing and consultation before implementing the ordinance, a claim that Cabaron denied. (FREEMAN)
