20 Carcar tanods unpaid since 2013?

CEBU, Philippines - At least 20 barangay tanods were not given a part of their honorarium from the city government of Carcar since December 2013.

Barangay Captain Ronnel Nacua sought the help of Cebu Governor Hilario Davide III on behalf of the barangay workers. Nacua said only the tanods of Napo and two other barangays were not given the P700 monthly counterpart of the city. There are 15 barangays in Carcar City.

Since he assumed his position as the village chief in 2013, the tanods only received P900 which is sourced from the barangay revenues. Nacua said this is the maximum amount their humble village could offer.

Nacua came to see the governor and ask for his assistance this week. But, he first went to see their city mayor in 2014 with some of his councilors but their letter was not received.

Mayor Nicepuro Apura explained that the amount from the city is an incentive and not a regular honorarium. He did not recognize the tanods because they did not qualify for the incentive.  The mayor stated that a tanod must serve in the city hall for at least once a month aside from serving in the barangay as stated in a city ordinance.

“Kana sila mga bag-o na (tanod). Giilisan man ang mga karaang tanod. Ang mga daan nga tanod ang nakadawat diri sa syudad. So wala kadawat ang bag-o kay baynte ra man ang limit per barangay,” he said.

Moreover, Apura revealed that the tanods who did not receive the incentive were advised not to report to the city hall like in the case of Barangay Valencia.

“Naa gyud na (pulitika). The fact lang nga ilang giilisan nya giingnan nga dili padyutihon,” he added.

The village chief of Napo, however, believes that politics was behind it.

“Nahitabo man nga naapil ko sa pikas linya, Liberal party. Dayon si Mayor nisuporta man sila pud unta (LP). Ang nahitabo lang kay ang nisuporta niya kay kontra pud nako sa eleksyon sa barangay,” Nacua said. (FREEMAN)
