Minglanilla to start reclamation project this year

CEBU, Philippines - Minglanilla's 100-hectare reclamation project would probably be constructed within this year.

Mayor Elanito Peña said they met with officials of the Department of Environment and Natural Resources (DENR)-national office in Manila regarding their application for the Environmental Compliance Certificate (ECC) of the town’s proposed project.

He said that last month, the DENR called their attention for an interview regarding their application.

Minglanilla, in partnership with private corporation Ming Mori Development Corporation (MMDC), proposed a 100-hectare reclamation that would cost around P5 billion.

ECC is the only requirement left needed for them to start with the project.

This project is planned to be built in Barangays Tulay, Tungkil, and Calajoan, with about 3,000 residents expected to be affected.

However, once the project is implemented, it is expected to generate over 75,000 job opportunities to the town's constituents, including from their neighboring localities.

It will also be an industrial estate that will promote tourism and attracts local and foreign investors.

Peña disclosed that, except for the ECC, they had already complied with all the requirements needed to start with the project.

"Ang ECC mao na lang gyud, mao nalang ang gipaabot namo.  Kung naa na ni diretso na (for implementation)," he said.

He added that DENR is currently reviewing their proposed reclamation project.

Requirements needed for its implementation include the detailed feasibility study, an environmental impact study, and Engineering, Geological and Geo-hazard Assessment of the said project.

Last year, the MMDC, together with town officials, had conducted public hearing to the town’s constituents.

Some residents were opposed to the said development project, saying that it would damage the environment, especially the marine life.

But officials of MMDC assured the residents to address their issues and concerns once they will be given a chance to implement their project.

Last December, the town officials, together with MMDC, signed a Memorandum of Understanding with the Philippine Reclamation Authority (PRA) that will guide the town on its application for reclamation.

Once DENR will issue the ECC, the MMDC will immediately start the construction which will take almost three years to complete the project. —/GAN (FREEMAN)
