City Council Reorganization; BOPK councilors pushing for 3-hectare SRP lot sale

CEBU, Philippines - The sale of at least three hectares of land at the South Road Properties (SRP) is among the priorities of the Bando Osmeña Pundok Kauswagan (BOPK) camp to be approved before the Cebu City Council reorganizes.

Mayor Tomas Osmeña told reporters yesterday the council needs to pass the ordinance for it would benefit the city government.

On January 31, independent Councilor Nendell Hanz Abella authored an ordinance authorizing Osmeña to sell the property supplementing the mother ordinance 2332 otherwise known as “Protecting the SRP and its Stakeholders from Unlawful and Unauthorized Transactions and Dealings” which was passed on July 18, 2012.

Once the legislation gets the approval of the council, Osmeña said it would not be a problem to look for a buyer.

“Di mana problema para nako, my mind is in business.  I can do the SRP, they (opposition) cannot,” he said.

The terms and conditions on selling the property shall be done through public bidding.

The initial bid and the final purchase price for the property, whether in whole or in part, shall be at least P110,000 per square meter, net of applicable taxes, or the total amount of P3,300,000,000 for the entire property.

It was stipulated in the ordinance that more or less three hectares at SRP includes Lot 1-F-8-A with an area of 25,769 square meters and Lot 1-H-1 with an area of 3,349 square meters and Pond F with a total land area of 29,118 square meters more or less.

Osmeña vows to attend the scheduled public hearing on the ordinance today.

He said he already discussed the SRP matter and the reorganization in the council with the BOPK-affiliated councilors.

 In fact, Osmeña earlier said they would not give a chairmanship and even a membership to Team Rama officials.

BOPK councilors are now the majority in the council after Councilor Jerry Guardo pledged allegiance to them on March 25.

Aside from Guardo, BOPK Councilors include Mary Ann Delos Santos, David Tumulak, Alvin Arcilla, Eugenio Gabuya Jr., Margarita “Margot Osmeña, Augustus “Joy” Young and Sisinio Andales. Abella was an independent official.

Team Rama-affiliated Councilors are James Anthony Cuenco, Jocelyn Pesquera, Raymond Alvin Garcia, Joel Garganera, Pastor “Jun” Alcover, Jose Daluz III, Eduardo Rama and ex-officio Phillip Zafra.

With this, Vice Mayor Edgardo Labella respects the decision of the BOPK officials, saying it is the essence of being a democratic country.

“We will respect whatever the decision of the opposition, we have to face the reality and we have to respect them.  We are in a democratic country,” he said. (FREEMAN)
