Busay Captain to Utlang: Apologize for wrong announcement

CEBU, Philippines - The barangay captain of Busay, Cebu City is demanding for the chief of the City's Office for Substance Abuse Protection to issue a public apology after she allegedly disclosed the initial results of a surprise drug test which reportedly showed that he was positive for drug use. 

Yesterday, Busay Barangay Captain Amilo Lopez said he got the confirmatory result from Drug Check Philippines Incorporated, which showed that he was in fact negative.

"Nasagmuyo gyud ko nga murag wala gyud masubay sa sakto nga proseso, gani nitan-aw ko sa TV although dihang lugara naay mga police nga na-involve sa druga wala gyud pangalan nga gibuhian. Kana bang gi-set nila ang katungod sa usa ka taw, pero sa akoa lahi. Imbis ilaha kong tabangan, ilang tagoan kay wala may confirmatory test, gipapistaan na ko nila sa media, nahibaw na ang tibook kalibutan," Lopez said.

With this, Lopez said he is giving COSAP head, Dr. Alice Utlang, until Monday to clear his name and make a public apology.

 If this won't happen, Lopez said he will push through with filing a complaint against Utlang to seek for the revocation of her license as a doctor.

On October 20, Lopez was reportedly found positive for illegal drugs after COSAP initiated the test during the third general assembly of the Association of Barangay Councils.

However, in a separate interview, Utlang denied the allegation of Lopez. In fact she said she did not tell anyone from the media.

"Ako di mangayo og apology kay wa man gyud ko nanulti kay kung ako angkunon murag tinuod nga akoy ni tabi. Usa pa mao toy mabutang naku lesson learned kay ni sugot ko sa hangyo sa kapitan na didto ang screening gihimo sa area ug dunay laing mga kapitan nga ilang kauban sa Team Rama nga naka kita kay namugos man gyud daw sila nga didto i-perform. Ug usa pa siya man ang nag pa presscon imbis way nakabalo," she told The FREEMAN.

Utlang also said that she asked Lopez not tell anyone about the initial result since it was still subject for confirmatory test in Manila.

But Utlang said if Lopez would want to pursue a complaint against her, she said she would respect it.

"Iya sad nang katungod… Kung ikalipay niya wa koy mahimo," said Utlang.

On the other hand, Mayor Tomas Osmeña is challenging Lopez to still undergo another test, this time using hair sample.

"Good for him…I don't know what I can do but for those suspected people to invite themselves, of course he was included, myself and Mike Rama included, to give their hair sample because when you take shabu in a few days it can't be detected in urine, but in your hair it will remain for a few years," he told reporters.

Osmeña said the hair test will happen before the barangay election next year. (FREEMAN)
