NBI clearance applicant cries sexual harassment

CEBU, Philippines - The Cebu provincial government is looking into a reported lascivious conduct by one of its job order employees detailed at the regional office of the National Bureau of Investigation.

Bobby Nacorda, Capitol’s human resource management officer, said he already asked an official report from the Provincial Women’s Commission since he just learned about the incident yesterday.

He said the act of the employee (name withheld pending official investigation) may have bearing on his employment once the allegation is proven true.

“Akong gipangayo-an og official report ang PWC para ato ma-consider sa IPCR (Individual Performance Commitment Report) sa ato nga JO kay renewal period man sad ron,” Nacorda stated in a text message relayed by the Provincial Information Office.

The victim (name withheld) cried foul over how the employee treated her while processing a document at the NBI satellite office in Sitio Banawa, Barangay Guadalupe, Cebu City.

The complainant recounted that on June 9, she approached the employee to ask for a priority number and the latter offered help to expedite the process by sparing her from the long queue to which she was thankful about.

She was then asked to proceed to another window to have her biometrics taken and process her identification card.

She said the employee started his sexual advances by constantly pressing her hand and biting his lips while looking at her.

Moments later, the employee then informed her that she got “hit,” which means that somebody with the same name as her had criminal records on the NBI database and it would take time for her to get it.

She said she was worried then since she had to beat the June 17 deadline for her requirements. The employee allegedly assured her that he would do anything to have the complainant’s NBI clearance released the next day in exchange for sex.

“And before ko nilakaw, naa siyay gihatag na paper, magkuyog daw mi Sabado ang nakasuwat sa papel how to have a happy life, how to enhance GOOD SEX! BAAAAAGAG NAWNG JOD!” the complainant lamented on her Facebook post, which elicited numerous comments from the netizens.

Following that incident, the complainant headed to the office of the NBI director to report it.

In a separate interview, NBI-7 Director Jose Justo Yap said a confrontation between the parties was made on June 10 in which the employee vehemently denied the allegation.

He said he immediately coordinated with the Capitol for further actions since the employee is under the provincial government. He explained that the JO was only detailed at the NBI since the office lacks personnel to deal with daily transactions.

He said they usually ask augmentation of manpower from the local government units.

“We leave the decision to them… (But) We do not tolerate such actuations. We are professionally dealing with our clientele,” he told The FREEMAN.— (FREEMAN)
