Admin plaint body to also look into cop shooting dog

CEBU, Philippines- Aside from the Regional Investigation and Detective Management Division (RIDMD)-7, the Regional Internal Affairs Service (RIAS) 7 might also do a parallel investigation on PO1 Ronaldo Napigkit, whom a neighbor said shot her dog on February 14.

“Illegal discharge of firearms motu proprio is cognizable by internal affairs they are looking at the possibility of conducting investigation or parallel sa amoa,” said Senior Superintendent Rey Lyndon Lawas, RIDMD chief.

He said he spoke with RIAS investigators and told them that on their own they could take cognizance of the offense and do a parallel investigation.

He said that if complainant Rosalie Mahusay wishes to pursue the filing of an administrative charge against Napigkit, RIDMD will gather all evidence necessary for the case.

Lawas said Mahinay went to RIDMD last Friday and gave her statement to their investigator, while Napigkit was scheduled to give his yesterday morning.

Mahinay alleged that Napigkit shot her dog, which was by the policeman’s house, last February 14, wounding the animal in the head.

Mahinay also accused Napigkit of trying to kill his dog many times, with one attempt resulting to the dog losing an eye, which forced them to rename it to “Bulhog” (one-eyed) from its original name “Meljie”.

In an earlier interview, Mahinay said she could not say if she can forgive Napigkit, who is her neighbor, because she wanted him to learn a lesson on the proper handling of his gun.

She said she was concerned of the security of her children due to Napigkit’s behavior. (FREEMAN)
