DENR-7 starts landfill inspection in Talisay

CEBU, Philippines - The Department of Environment and Natural Resources-7 started Wednesday the inspection of the Maghaway-Tapul dumpsite in Talisay City to determine compliance with environmental laws.

DENR-7 spokesperson Eddie Llamedo said the two-day ocular inspection was conducted by the enforcement division personnel to ensure compliance with the laws.

“It’s not illegal to open up a landfill but certain environmental requirements should be complied with,” Llamedo said.

He said penalties will be imposed against the landfill operator should there be violations committed.

The investigation covered an ocular inspection on the facilities of the landfill, observations on waste handling and segregation, care and maintenance and waste water treatment.

 “It is to determine possible violations of certain environmental laws particularly Republic Act 9003 or the Ecological Solid Waste Management Act of 2001,” said Llamedo.

 In a meeting held on January 26, Llamedo said he had a talk with William Conado, regional director of the Environmental Management Bureau, regarding the landfill operation in Talisay City.

Llamedo, however, said the inspectors have yet to submit their findings. He explained that they need three to five days to come up with the findings.

After the release of the investigation report, they would send a notice or letter requesting the mayor or any representative including the barangay officials of Barangay Tapul and Barangay Maghaway for a discussion.

Through a technical conference, the environment sector would meet the Talisay City government to hear their comments regarding the findings of their investigation.

This is to further carry out a commitment sheet for mitigation measures to control the adverse environmental impact of the landfill. —FPL (FREEMAN)
