MCCI reiterates support to federalism

CEBU, Philippines — The Mandaue Chamber of Commerce and Industry (MCCI) is looking at formalizing its support to the proposed Federalism system of government pushed by the Duterte administration.

MCCI president Glenn Soco made this statement as majority of Cebuano businessmen have expressed support to the proposal, which is seen to aid Cebu's developmental projects.

"We are open to Federalism system. We want to listen what they [proponents] have to say. The government has not sought our advise yet on this matter," said Soco.

Once MCCI will be able to see a clearer view on this proposal, MCCI may submit its formal support of the Federal System.

Last September, proponents of federalism from President Rodrigo Duterte’s Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) submitted their own draft of a Constitution that adopts a parliamentary-federal system of government.

Part of the proposal allows the President to run for re-election and scraps the Office of the Vice President.

Under the draft Charter submitted by the PDP-Laban Federalism Institute, the President’s term is five years with re-election for one term, or a total of 10 years.

In the event of the President’s death, the Senate President will assume the presidency.

Cebu is projected to benefit economically from this type of government, because it can sustain its own economy without having to depend on the National government in "begging" for projects related to social, infrastructure developments.

MCCI is also waiting for the concrete blueprint of the proposed system so it could properly articulate its support.

The PDP-Laban proposal draft also includes a ban on political dynasties, prohibiting the spouses and other relatives of a candidate within the second degree of consanguinity or affinity from seeking an elective office.

The proposed Charter creates regional governments that will enjoy autonomy but not sovereignty.

The draft Constitution is one of two proposals under deliberation on the House panel, the other being Resolution of Both Houses No. 08 prepared and submitted by Pampanga Rep. Aurelio Gonzales Jr. and ABS Rep. Eugene Michael de Vera. (FREEMAN)
