La Carlota lifts suspension of Roxol operation

MANILA, Philippines — The city of La Carlota in Negros Occidental has lifted the suspension of the operations of Roxol Bioenergy Corp., a unit of listed sugar company Roxas Holdings Inc. (RHI).

On Nov.16, La Carlota City Mayor Luis Jalandoni III stopped the company’s ethanol operations via a cease and desist order (CDO) effective until the firm has eradicated the foul odor emanating from the wastewater treatment pond of its plant.

In a regulatory filing yesterday, RHI announced that the CDO has been lifted effective immediately as inspections yielded positive results.

“With reference to the cease and desist order (CDO) issued and implemented by the City Government of La Carlota on Nov. 16, 2017, please be informed that the said CDO is hereby lifted effective immediately,” the letter signed by Jalandoni addressed to Roxol Bioenergy CEO Luis Villa-Abrille said.

“The lifting of the CDO is based on the results of our inspection and verification of the mitigating measures that you have implemented and committed to implement since the time of closure and onwards. We would like to emphasize, however, that the lifting of the CDO does not mean that you shall ignore your earlier commitments and the strict compliance of the requirements imposed by the environmental clearance certificate,” the letter added.

Even if the suspension order has been lifted, a joint inspection team from the local government would inspect Roxol Bioenergy’s facilities every last Friday of the month and conduct random inspections every two months beginning this month.

The company may also inform the office of the mayor of any pollution mitigation measures it may undertake in the future through monthly reports.

“While we are glad for your efforts thus made to mitigate the obnoxious odor, we wish to underscore that out office will not hesitate to issue a CDO again should the condition recur,” said Jalandoni.

Roxol Bioenergy’s parent company, RHI, is the largest integrated sugar business in the Philippines which manages 100 percent of Central Azucarera Don Pedro Inc. in Batangas and Central Azucarera de la Carlota Inc., RCB and majority of SCBI.

RHI’s ethanol businesses Roxol Bioenergy and San Carlos Bioenergy Corp. Inc. are the country’s biggest ethanol producers with a combined capacity of 285,000 liters per day.
