New national treasurer, PDIC head take posts

Mary Grace Padin - The Philippine Star

MANILA, Philippines - Finance Secretary Carlos Dominguez III swore into office yesterday Roberto Tan as new president of the Philippine Deposit Insurance Corp. (PDIC) and Rosalia De Leon, who will replace Tan as national treasurer.

On the sidelines of the oathtaking ceremony, Tan said he would continue implementing reforms to improve the governance systems of the state-run deposit insurer.

“We will continue our initiative to improve the governance and systems of PDIC and minimize the inefficiencies in processing deposit claims, as well as in making sure that deposit protection is maintained to the highest level of governance,” he said.

Tan served as national treasurer from 2008 to 2012 before he assumed the post of executive director for the World Bank Group that covers the Philippines, Brazil, Colombia, Dominican Republic, Ecuador, Haiti, Panama, Suriname and Trinidad and Tobago.

In 2015, he returned to his post at the Bureau of Treasury (BTr).

During his previous stint with the BTr, Tan spearheaded several landmark transactions, particularly the liability management transactions designed to reduce funding costs, extend the maturity profile, and redenominate foreign exchange liabilities to local currency.

De Leon, for her part, first served as national treasurer from 2013 to 2015 after Tan left for the World Bank.
