MANILA, Philippines – Reclusion perpetua at P3 milyong multa ang nais ipataw ng komite sa Senado laban sa mga nasa likod ng pagkamatay ng mga hazing victim.

“Hazing needs to stop now. Awareness must be raised as to the fact that there is no unity, no brotherhood, no strength, no honor, no dignity and no respect in hazing. Hazing is merely violence and abuse,” pahayag ni Lacson sa kaniyang sponsorship speech ngayong Miyerkules.

Lumabas sa imbestigasyon ng Senate Committee on Public Order and Dangerous Drugs na namatay si UST law student Horacio Castillo III habang sumasailalim sa initiation rites ng Aegis Juris Fraternity.

Nalaman din na tinangkang pagtakpan ng mga miyembro ng fraternity ang pagkasawi ni Castillo.

Dahil dito ay naghain ang komite ng Senate Bill 1662 na pinalawak ang kahulugan ng hazing kung saan kabilang ang physical o psychological na pagpapahirap sa isang neophyte.

Ipinagbabawal din ng panukala ang lahat ng klase ng hazing hindi lamang sa pagsali sa mga fraternity at sorority, gayun din sa iba pang samahan sa komunidad at uniformed service learning institutions.

Para sa mga organisasyon sa paaaralan, kinakailangang may kinatawan sila na dadalo sa initiation rites upang matiyak na walang hazing na magaganap.

Hindi maaaring tumagal ng tatlong araw ang initiation rites at dapat nakapaskil sa bulletin boards ang pangalan ng mga lalahok dito.

Ilan sa mga parusang maaaring ipataw ang mga sumusunod:

- penalty of reclusion temporal and P1 million on the participating officer and members of the fraternity who were involved in the hazing

- reclusion perpetua and P2 million on members who actually participated in hazing when under the influence of alcohol or drugs; and on non-resident or alumni who participate in hazing

- reclusion perpetua and P3 million on those who participated in hazing that resulted in death, rape, sodomy, or mutilation

- P1 million on the school if it approved an initiation of a fraternity, sorority or organization where hazing occurred

- prision correccional (six months to six years) on anyone who intimidates or threatens another for recruitment. This includes “persistent and repeated” proposals or invitations to those who refused to join at least twice.

- P1 million for former officers or alumni who try to hide or obstruct investigation

Sa kasalukuyan ay wala pang nanagot sa pagkamatay ni Castillo.
