Bong Go sinagip sa P15-B DND deal

MANILA, Philippines — ‘Done deal’ na sa panahon pa ni dating Pa­ngulong Benigno Aquino III ang kontrata para sa P15.7 bilyong computer system ng mga frigates o barko ng Philippine Navy.

Ito ang sinabi ni Presidential Spokesman Harry Roque, matapos akusahan sa Rappler report na pinanghimasukan umano ni Special Assistant to the President Bong Go ang nasabing kontrata na mariing itinanggi naman nito. Nilinaw din ng former Navy chief Vice Admiral Ronald Mercado na hindi nanghimasok sa Frigate project si SAP Go.

Ayon kay Roque, na­tapos na ang bidding process sa nasabing transaksiyon bago pa man makapasok ang Duterte administration.

“Now ?on June 30 as you all know the President assumed office and the only involvement of the Duterte administration in this regard is the ministerial issuance of the Notice of Award. Note that under the government procurement law, a bid once it has been awarded is then given a Notice of Award and all that Secretary of National Defense Lorenzana did on August 18, 2016 was to issue the Notice of Award,” paliwanag pa ni Roque.

“What does this mean? Well if a contract has been given/awarded that means it is futile to intervene. Na-award na po iyong kontrata, bakit pa manghihimasok si SAP Go. Manghihimasok lang po kayo kung wala pang Notice of Award at pupuwede pang ma-influence kung sino o kung kaninong produkto ang bibilhin ng gobyerno,” dagdag ng presidential spokesman.

Binigyang-diin pa ni Roque na magkakaroon lamang ng intervention sa isang government procurement kapag hindi pa nai-aaward ang kontrata sa isang kumpanya.

Kaya malinaw umano na walang katotohanan ang inilabas na ulat ng Rappler at wala rin aniyang matibay na ebidensiyang naiprisinta dito ang nabanggit na on line news organization.

Idinagdag pa ni Ro­que, walang katuturan at tsismis na walang basehan ang inilabas na ulat ng Rappler ukol kay Go.

“I have not intervened in the procurement of DND of its computer system for its ships. I have not participated nor intervened, directly or indirectly, in the transactions of DND. Further, I even have no information nor knowledge of the said transaction. Clarification on the issues should be addressed to SND Lorenzana,” paliwanag pa ni Sec. Go.

Magugunita na mismong si Pangulong Duterte ay hinamon ang Rappler na maglabas ng ebidensiya na magpapatunay na nakialam si Bong Go sa nasabing transaksyon at kapag nakapaglabas ng ebidensiya ay sisibakin daw agad nito si Go.
