Con-ass ni Alvarez kinontra ng solon

MANILA, Philippines - Kontra si Ifugao Rep. Teddy Brawner Baguilat sa isang panukala na baguhin ang Saligang Batas sa pamamagitan ng isang constituent assembly, na ang debate ay limitado sa mga inihalal na miyembro ng 17 th Congress.

Sabi ni Baguilat, ginagalang niya si House Speaker Bebot Alvarez, pero hindi siya pabor sa isang constituent assembly.

Sa halip, ipinapanukala niya na bumuo ng isang constituent convention na ang mga konsultasyon ay kasama ang  iba’t ibang sektor tulad ng academe, civil society at relihiyon grupo ay isasaalang-alang, “sinabi ni Baguilat.

“This is to make sure that any change to the Constitution, from which all laws emanate and should conform to, will be deliberate, well thought out and passed with the intention of helping the majority, and not just serve the interests of a power­ful few. If we want to avoid shenanigans arising from the formation of the ruling party and the selection of the minority, we will need true political reform and genuine political reform cannot be achieved by a constitutional assembly. Putting in place a clear anti-political dynasty provision and reforming the partylist system, among others, are not viable in the hands of Congress alone,”  sabi ni Baguilat.

Ikinabahala ni Baguilat, ang inaasahang debate sa pagpapalit ng porma ng gobyerno tungo sa federa­lism na magiging dahilan ng pagkaantala sa pagsisikap mula sa pagpapasa ng iba pang mga priority bills ni Pangulong Rodrigo Duterte, tulad ng pagpataw uli ng parusang kamatayan, ang pagbaba ng edad ng kriminalidad, ukol sa pagbubuwis reporma at ang pagpasa ng Freedom of Information Act.
