Pork sa 2015 budget nabuko ni Miriam

MANILA, Philippines – Binatikos ni Sen. Miriam Defensor-Santiago ang P2.606 trilyon national budget para sa 2015 dahil may nakapaloob umano ditong pork barrel funds at unconstitutional ang bagong kahulugan ng tinatawag na “savings”.

Aabot umano sa P37.3 bilyon ang pork barrel funds na nakapaloob sa pambansang budget para sa 2015.

“Does the 2015 budget still contain pork barrel, meaning lump-sum funds to be spent at the discretion of the legislators? The answer is also yes,” ayon kay Sen. Santiago.

Wika pa ni Santiago, pinagsusumite ang mga mambabatas ng listahan ng mga proyektong nais nilang iendorso sa kanilang mga distrito at walang letterhead ang ipinamahagi sa kanilang form.

Ang P37. 7 bilyong halaga umano ng mga proyekto ay ilalagay sa mga Department of Public Works and Highways, Department  of Health, Department of Social Welfare and Development, Department of Labor and Employment, at Commission on Higher Education.

Ayon pa kay Santiago, mas katanggap-tanggap ang dating definition on kahulugan ng savings dahil maari lamang magamit ang pondo pagkatapos ng isang proyekto.

The old definition of savings was better. It allowed savings only after final discontinuance or abandonment of the work, activity or purpose. The new broader definition allows savings during discontinuance of the work, activity, or purpose,” ani Santiago.

Naniniwala rin si Santiago na nawawala na sa Kongreso ang tinatawag na “power of the purse” at puwedeng kuwestiyunin sa Supreme Court ang kahulungan ng “savings” ng gobyerno.
